Promotes the expertise of founding members in the automated toll collection industry, retail sales, and consulting services in the areas of data capture, transaction processing, software development, database management, computer systems design, project management, customer service center and violation processing center support, and operations. Also responsible for developing clients’ process flow designs, business rules, and documentation. Co-inventor of a process patent (pending) in demand tracking using RFID and real-time reporting.

ADESTA TRANSPORTATION, INC. January 1997 – July 2001

Senior Director, ITS Program Development January 2001 – July 2001

Responsible for defining and developing proposals/responses associated with the pursuit of solicited/ unsolicited business opportunities in the ITS marketplace; the coordination/participation in trade show presentations; and presenting company product line to customers. Directed publications and training departments. Additional responsibilities included project management of migration efforts of toll authority to Regional Consortium Customer Service and Violations Processing Centers, as well as the on-going software development effort with the customer, the VPC, and software developers. Accountable to ensure system and lane software developers are responsive to changing requirements.

General Manager/Senior Operations Manager March 1999 – January 2001

Directed the operations of the Regional Consortium Violations Processing Center (VPC) – over 60,000 toll violations per day with a staff of 93 day employees and 23 evening employees. VPC is financing an Electronic Toll Collection (ETC) project with total worth in excess of one-half billion dollars. Experience includes the full scope of effort in bringing a complex, sophisticated operation to fruition. Tenure began as a team member in the development of the VPC design solution and operational requirements through the establishment of automated and manual processes and procedures. Worked with software team in the development of a unique application to automate processing. Participated in and directed the planning and implementation of acceptance testing with the customer, ramp up activities, staffing, and equipment recommendation and acquisition. Provided guidance in the development of business rules to support customer requirements. Created and implemented operational plans and manuals.

General manager position entailed the supervision of a management team of 6 professionals in finance, court and collections interface, and human resources. Accountable for the accuracy and production statistics of the operations staff, as well as data analysis and reporting violation activities to Corporate and to a five-agency ETC consortium.

Senior Technical Publications Manager 1998 – 1999

Managed Technical Publications, Training, and Proposal Departments. Responsible for inception-to-completion of new business proposals, turnover to project management, customer design documents, training manuals, training programs, and document version control. Managed technical writers, production assistants, and trainers. Responsible for the timely and accurate submittal of project deliverables including detailed software design documents, operations/maintenance manuals, and required plans. Managed training staff to ensure customer has complete, proficient ability to operate system prior to transition.

Proposal Manager 1997 – 1998

Responsible for Business Development proposal efforts and production for Intelligent Transportation Systems (ITS) and Electronic Toll and Traffic Management (ETTM) for transportation and toll system projects. Coordinated overall corporate resources to ensure high quality and on-time proposal submittal. Ensured the production of a technically compliant and responsive proposal. Reviewed accuracy of text, graphics, cost, and schedule. Responsible for other deliverables in support of proposal preparation and production, including Statement of Qualifications, Certificates To Do Business, Bonding and Insurance Certificates, and insurance and legal reviews. Supported post-proposal submittal effort including, customer clarification responses, oral presentations, and negotiations. Worked with a team of 10 engineering and marketing professionals.
